Britain and America have concluded a landmark commercial pact that will preserve zero duties on UK drug exports being sold in the American market.

The Terms of the Deal

As part of the deal, the UK has committed to boost funding on drugs through the public health system. This move ensures that import taxes on these key products will remain at nothing for a timeframe of the next three years.

This development is in response to recent statements to hike tariffs on patented drug imports, with increases floated as high as one hundred percent.

"This arrangement with the Britain bolsters the global environment for innovative medicines and introduces much-needed fairness to American-British pharmaceutical trade," an announcement noted.

Commercial Significance

Pharmaceuticals are one of the Britain's most significant exports to the America, which is clearly the largest destination for large companies like GSK and AstraZeneca.

Statistics indicate that in the 12 months leading up to the third quarter, the UK shipped drugs totaling £11.1bn to the US. This figure represented 17.4% of all goods exports in that timeframe.

"This agreement secures jobs, stimulates capital expenditure and sets the stage for the UK to establish itself as a global hub for medical research," the Business and Trade Secretary stated.

Detailed British Pledges

The agreement involves several notable changes from the United Kingdom:

  • Price Threshold Increase: The UK will lift the affordability limit at which it deems new therapies to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a aim to double total NHS spending on drugs from 0.3% of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Rebate Cap: The percentage pharmaceutical firms must return to the NHS to control costs will be capped at fifteen percent. In the past, rebates topped 20%.

Industry Background

The pact follows a protracted tension between the drug companies and the ministers over drug pricing and regulatory access.

These tensions were heightened by assertions that American patients were paying a premium for the same drugs than patients in the other developed nations.

In recent months, several significant pharmaceutical investments in the UK have been delayed or abandoned, while multi-billion-dollar investments have been announced toward US facilities.

The Science Minister acknowledged that the NHS must increase expenditure on treatments, noting that its budget allocation on drugs had declined as a share of its total funding over the previous ten-year period.
